If you are Japanese, you would know. It’s ice candy made by Akagi Nyugyo.

In Spring of 2000, Akagi Nyugyo conducted a renewal of the product based on the results of consumer research. Character design was unpopular so it turned into 3D using an external designer. It lowered the setting of age of the character Garigarikun. It was changed to an elementary school student from junior high school student.
